Official regulations

The Tallinn Cup is played in accordance with the applicable sections of the FIFA rules and the rules of the Estonian Football Association.

Should any dispute arise over the interpretation of these regulations, the English text governs.

Participating teams must be members of a national association affiliated to FIFA, or of a school football association.

Teams are drawn into groups of at least four and play a round robin. A win is worth 3 points, a draw 1 point and a loss 0 points.

Nine categories run in parallel. Pitch size and playing time follow the category, as set out below.

Only 20 players can participate in one team during the tournament.

Substitutions are unlimited and are made without stopping play, from within the technical area. Up to 5 players may be substituted at the same time in 11-a-side football, and up to 3 in the smaller formats.

Every player must be able to present a valid passport or national ID document. Copies are not accepted.

Age is verified before a team's first match, against the participant list submitted by the team manager.

Teams using non-eligible players can be excluded from the tournament.

Two overage players are permitted without prior approval in the boys' 11-a-side categories, and three in the girls' categories.

Any further overage players require written permission from the organisers, requested at least one week before the tournament.

Shirts must carry numbers matching those on the team list. Shinguards are compulsory.

All teams should be ready at the field no later than 15 minutes before kick-off.

If both teams' shirts are similar, the team named second on the schedule changes.

In the youngest categories the goalkeeper may handle a ball passed back by a team-mate, and a goal kick may be taken either from the ground or from the hands.

There is no offside in the B10 category.

All matches are officiated by referees authorised by the Estonian Football Association, including international referees.

The Organizing Committee rules on protests and decides on sanctions. Their decisions cannot be appealed.

If a suspended player participates in a game, the team with the suspended player automatically loses the game 0–3.

Matches are played on grass and artificial surfaces across several venues in Tallinn, including A. Le Coq Arena.

The organisers reserve the right to change groupings, kick-off times and field assignments.

The tournament is organised by MTÜ Jalgpalliturniir Tallinn Cup, registration number 80377440.

Failure to comply with these rules will be dealt with by the Organizing Committee and may result in exclusion from the tournament and lodgings.

Make sure that all your players are insured both on and off the playing field. The Tallinn Cup does not carry any group insurance protecting participants in case of injury, illness, theft or damage to property.

The Tallinn Cup is in no way responsible for injury or economic loss which may arise in the case of war, warlike events, civil war, revolution or civil disturbances, or because of the actions of the authorities, strikes, lockouts, blockades or similar events.

Participants from countries that have no medical insurance agreement with Estonia must have personal medical insurance.

• The registration fee, and 20% of the accommodation fee, are not refunded if the team cancels its participation at any moment after payment.
• 50% of the accommodation fee is lost if you cancel after 1 May.
• If you cancel later than one week before the tournament, you lose 100% of the accommodation fee.
• Refunds of the accommodation fee can only be made when the Tallinn Cup receives your notice by e-mail more than one week before the tournament begins.
